On August 31, Veolia signed a tripartite cooperation agreement with Science City (Guangzhou) Investment Group Co., Ltd. and Guangzhou Unioil Energy Co., Ltd., marking the official launch of the innovative "Industrial Flue Gas Capture and Resource Utilization" zero-carbon demonstration project.
The project focuses on the power island construction of the Unioil Phase III carbon black project. By introducing Veolia's cutting-edge technology, the project captures industrial flue gas during the production process and efficiently converts the waste heat and tail gas into steam and electricity for direct supply to enterprises in the park. This move, while ensuring that emissions strictly comply with national and local environmental protection standards, truly achieves deep resource recycling and circular utilization of waste gases.
The project is scheduled to start construction in October 2026 and commence trial operations in June 2027. Once operational, it is expected to reduce electricity costs for Unioil's Phase III project by 10% to 30% and reduce carbon dioxide emissions by approximately 200,000 tons per year. This "waste heat recovery—zero-carbon power supply—circular economy" integrated demonstration project will not only significantly reduce the carbon emission intensity of the Guangzhou Development District but also substantially cut energy costs for enterprises in the park. It successfully creates a transformation from simple "industrial decarbonization" to "business value creation," providing a replicable and promotable technical path and operational model for the green transformation of high-energy-consuming industries in the region.
At the signing ceremony, Tian Dong, SVP of Veolia China, Fang Jianhui, Deputy General Manager of Science City (Guangzhou) Investment Group, and Chen Jianfu, General Manager of Guangzhou Unioil Energy Co., Ltd., signed the cooperation agreement on behalf of the three parties. Xian Yinsong, Mayor of Guangzhou Huangpu District and Executive Deputy Director of the Development Zone Management Committee, Gavin Graveson, CEO of Veolia Asia Pacific, and other leaders and guests witnessed the signing.
During the visit to Guangzhou, Gavin Graveson, CEO of Veolia Asia Pacific, and his delegation also met with Guangzhou Mayor Sun Zhiyang and relevant leaders from the Guangzhou Development District and Huangpu District, conducting in-depth discussions on topics such as further broadening corporate low-carbon transformation paths and enhancing the high-quality utilization of recycled resources. Gavin expressed his gratitude to Guangzhou for its support of Veolia Group's development, stating that the group attaches great importance to development opportunities in Guangzhou. He added that Veolia will continue to deepen its engagement in the Guangzhou market, increase investment in areas such as the circular economy, clean energy, and industrial decarbonization, and promote the implementation of more advanced technologies, mature models, and emerging business formats in Guangzhou. Julia Gu and Huang Xiaojun, senior management of Veolia China, also attended the meeting.
As a world-leading environmental services company, Veolia has implemented many investment and operational projects in Guangzhou, including the Likeng Waste-to-Energy Plant, the Xingfeng Landfill, and the Guangzhou University City District Cooling Project, as well as several water projects applying wastewater and drinking water process technology and equipment. This deepened cooperation between Veolia, Science City Group, and Unioil Energy is an important step in its business layout in Guangzhou, which will further assist the industrial system of the Greater Bay Area in achieving its low-carbon development goals at an early date.
